According to the Trust Regulator, since the 2019 Trust Law, Cambodia’s trust market has grown rapidly to USD $1.97 billion by July 2025, with a total of 1,380 cases, 67.94% of which are real estate trusts. Trusts allow a trustee to manage assets on behalf of beneficiaries, offering a reliable and transparent framework for investment and long-term wealth growth. Cambodia now recognizes five types of trusts: Public, Commercial, Social, Individual, and Financing.
Investor confidence is strong. Foreign investment is steadily increasing, highlighting Cambodia as an attractive and promising destination for trust-based investments.
Key Milestones:
- 2019: The Trust Law, enacted in 2019, provides the legal framework for establishing and managing trusts in Cambodia.
- 2021: 17 trusts were registered, holding a total of USD $156 million in assets.
- 2022: 302 trusts were registered, with total assets reaching USD $794 million.
- 2023: The trust market expanded rapidly, reaching over 788 registered trusts and a total value of approximately USD $1.26 billion.
- 2024: The sector reached 1,114 registered trusts valued at USD $1.74 billion, demonstrating strong growth in both scale and investor confidence.
- 2025: The sector grew to 1,380 registered trusts valued at USD $1.97 billion, highlighting continued expansion in both size and investor trust.
